Depot CI migrations preserve issue_comment workflows

Depot CI migration tools now recognize issue_comment as a supported trigger.

depot ci migrate preserves these triggers, and the migration API no longer reports them as unsupported. This aligns migration behavior with Depot CI's existing runtime support for issue and pull request comments.
