Fixed concurrent Depot CI reruns cancelling active jobs

We fixed an issue where rerunning multiple workflows from the same Depot CI run at the same time could finish the shared run too early and cancel jobs that were still running.

Depot CI now waits for every sibling workflow to finish before it completes the parent run. Concurrent workflow reruns no longer cancel healthy jobs when another workflow finishes first.
