Depot CI now triggers on Graphite stacked PRs

Depot CI now correctly triggers workflows for Graphite stacked PRs. Previously, the way Graphite manages branches and force-pushes across a stack could result in Depot CI not picking up the workflow run. This has been fixed and stacked PRs are now handled correctly.
